Minister's Consent in Abuja: How to Register Your Deed of Assignment — Lands of Nigeria Land & Title cover

Minister’s Consent in Abuja: How to Register Your Deed of Assignment

In Abuja you don’t get Governor’s consent. You get the Minister’s consent from the Federal Capital Territory Administration, and the deed is then registered at AGIS (Abuja Geographic Information Systems). AGIS’s own title registration page lists the conditions for a Deed of Assignment: pay all outstanding bills, submit a consent letter with a copy of the Certificate of Occupancy, pay 8% of the property’s value, and one condition worth reading twice: “The subject plot must be developed.” On a ₦30,000,000 (~$21,700) plot, 8% is ₦2,400,000 (~$1,730). (Figures at ₦1,385/$, October 2026.)

Most land guides are written for Lagos, where the Governor signs off. Abuja works differently because the Federal Capital Territory has no governor. If you are buying a plot in Lugbe, Kuje or Guzape from abroad, the steps, the office and the fee are not the ones your Lagos cousin went through. Here’s what the official requirements say, and what they mean for your purchase.

What is Minister’s consent in Abuja?

It is the FCT Minister’s approval for a holder of a right of occupancy to transfer, mortgage or sublease it. In the states, the Land Use Act gives that power to the Governor. In the FCT, the Minister holds it, and the Land Administration Department reviews the application, as a February 2026 guide on LegalDoc explains. Without consent, your Deed of Assignment cannot be registered, and your title stays incomplete.

Our guide to Governor’s consent covers why consent matters. Everything below is specific to Abuja.

What does AGIS require for a Deed of Assignment?

AGIS publishes a short list on its title registration page. The page is undated, so confirm the current version with AGIS before you pay.

AGIS requirementWhat it means for you
Application to the Director of LandThe application is made in writing, usually by your lawyer
Payment of all outstanding billsUnpaid ground rent and other land bills on the plot must be cleared first
The subject plot must be developedAn empty plot does not meet this condition
Consent letter with a copy of the Certificate of OccupancyThe seller’s C of O is the root of your title
Payment of 8% of the value of the propertyA large cost; budget for it from day one

Watch out: Ask the seller for evidence that ground rent and other bills are paid before you pay anything. In Abuja, unpaid ground rent has led to titles being revoked. Our guide to Abuja ground rent and revocation shows what to check.

How do you get Minister’s consent and register your deed?

The order matters. A lawyer should handle each step, and you should keep every receipt.

  1. Search the title at AGIS. Confirm the seller holds the title they claim and that nothing is registered against it. As LegalDoc puts it, registration “will not fix a bad deed.”
  2. Clear the plot’s bills. Get proof that ground rent and other charges are paid up to date.
  3. Have a lawyer prepare the Deed of Assignment. It names both parties, describes the plot, and states the price and transfer date. Both sides sign before witnesses.
  4. Pay stamp duty on the deed. An unstamped deed cannot be relied on in court.
  5. Apply for Minister’s consent with the consent letter, a copy of the C of O and the other documents AGIS asks for.
  6. Pay the assessed fees once consent is approved, including the 8% charge.
  7. Register the deed at AGIS. This completes the transfer into your name.

LegalDoc puts consent processing at “a few weeks to months.” No official timeline is published on the AGIS page.

How much does Minister’s consent cost in Abuja?

For a Deed of Assignment, AGIS lists a payment of 8% of the property’s value. Here is what that looks like at three plot prices. These are our own calculations, not AGIS quotes, and the value AGIS assesses may differ from the price you paid.

Property value8% charge (₦)~ USD
₦15,000,000 (~$10,800)₦1,200,000~$866
₦30,000,000 (~$21,700)₦2,400,000~$1,733
₦60,000,000 (~$43,300)₦4,800,000~$3,466

On top of this you pay stamp duty and your lawyer. AGIS’s processes page also lists other charges in other sections, such as a percentage-based conveyance or registration fee, and it isn’t always clear which stage each applies to. Ask AGIS or your lawyer for the full written assessment before you pay anything. For comparison, AGIS lists registering a Power of Attorney at ₦102,000 (~$74), plus ₦2,000 for each extra copy.

Can you buy an undeveloped plot in Abuja?

You can buy one, but AGIS’s list says the plot must be developed before a Deed of Assignment goes through. In practice, as a commentary on Mondaq explains, AGIS registers a Power of Attorney for undeveloped land and a Deed of Assignment once the land is developed. So if you buy bare land, ask your lawyer before you pay how the transfer will be completed and recorded, and get that answer in writing.

If a seller offers a Power of Attorney instead, know what you are getting. AGIS does register these, and it lists what it needs: proof of payment of the right of occupancy fees and ground rent “over the years,” the title documents, and ID for both sides. But a Power of Attorney lets someone act for the owner. It is not the same as the owner assigning the land to you. Our power of attorney brief explains the difference.

What if you are buying from abroad?

You can complete every step through a lawyer in Abuja. AGIS says its fees are paid to AGIS through designated banks, so never send fee money to a personal account. And if you don’t know the area yet, our guide to where to buy land in Abuja compares districts by budget.

Frequently asked questions
